[pmwiki-users] update to Publish PDF library released

Version 2.2.40 of the Publish PDF library is available from the Cookbook at:

This addresses the htmlspecialchars encoding issue fixed in a recent
PmWiki release, plus a couple of minor fixes and enhancements. For more
information on capabilities, see How to Produce a Book at:

The only feature on the planning horizon is epub export for e-books, but
it's not clear how to do this. Any advice would be welcome!
