The distinction is that farmconfig.php sets the configuration for all of 
the wikis in your farm. In other words, it is "global".

Each individual wiki in the farm has its own version of config.php to 
set local parameters, such as skin choice. In other words, config.php is 
"local".

For example, if you want every wiki in the farm to have the same admin 
password, set it in farmconfig.php. If you want each wiki to have its 
own admin password, set them in their respective config.php.
