Jean Demartini found the problem -- PmWiki wasn't recognizing
the 'nopass' password ini pages (I forgot to declare the $AllowPassword
variable as global).

Now fixed in 2.1.beta36, just released.  Also, using '@nopass' instead
of 'nopass' makes it a lot easier to see what's going on.  :-)
