[pmwiki-users] Script wanted: form to email list to, with validation

I need to write a Recipe that will provide a form on a wiki page where a 
user enters their email address.
The address is then validated against a file on disk (and hopefully one 
day in the future a wiki page).
If the exact address is found in that file,
that file, with a header and footer added is emailed to the email address.
(actually the contents of the files are emailed as a text email, there 
is no html or attachments).

Could anyone suggest an existing script that does something similar,
that I could use as the basis for something like this,
rather than have to reinvent the wheel?
