Technically, this markup has only existed in PmWiki for a week 
(and only in beta releases), so it's not like there are a lot of 
sites that will break as a result.  

And the [[target|#]] markup doesn't accept spaces around the '#',
so there's precedent.

And a site that wants to accept spaces around the '+' can always
define a custom markup rule to do it.
