Hi Patrick,
We're using php 4.1.2 and Apache 1.3.23
I think we're gonna try upgrading php sometime soon to see if that makes
any difference.

Yes, I have heard of this happening once before, and it turned out to be
related to the version of PHP being used and (believe it or not)
the ethernet cards being used. The relevant posts are

AFAIR, PmWiki itself doesn't do any special access control on the client.
Perhaps the PHP interpreter is trying to do some sort of client lookup on
PmWiki's behalf (although I have no idea what or why). What versions of
PHP and Apache are you running?
