um... yes, probably.
Christian and I have had a discussion about whether generating a page
table of contents should use [[$Toc]] or [[toc]]. The current version
uses [[toc]].

I think of [[include:...]], [[attachlist]], [[search:...]], [[para:...]]
and [[toc]] as being like little PmWiki macros that run and return some
wiki text that the pmwiki engine then processes. You are right, they are
really a third thing. I do think that [[$Search]] and [[search:some text]]
or [[$Title]] and a hypothetical [[title:WikiPage]] convey different
meanings.
I can imagine [[$Include]] that generates a form inviting somebody to
choose a page for inclusion. OK no obvious use for such a feature...
In my head, [[$Name]] indicates a noun or object and [[name]] indicates
a verb or service.
Yes, I think it would be good to be consistent.
