Hmm, I was thinking that things like

    {{install|ation}}ed#anchor
    {{free link#anchor}}
    {{install|ation#anchor}}ed

could be a bit of a pain.  But if we disallow the last two, I might
be able to come up with a way to handle 
    WikiWord#anchor	
    {{free link}}#anchor
    {{free link}}s#anchor
    {{install|ation}}ed#anchor

which I would guess would be sufficient.
