What about a SiteAdmin.Config page that would be read after config.php ?

It would be very easy to implement and would already help a bit.  For
example, the farm admin could copy cookbooks in $FarmDir/Cookbook and
the field admins could just include what they need from
SiteAdmin.Config ?
