[pmwiki-users] french translation

We noticed that the french PmWiki translation is far from perfect. As
Open source militants, we want to help :-)

On this respect, I have to apologize :-(

As the local help was not translated (after installation), I missed 
the fact that it was translated on the web site.

so, in fact, most of the work is done, it just need to be inserted in 
the i18n file or to be linked (we can assume any people wanting to 
work with a wiki have a decent web link)

for the moment, I will just adapt my test wiki and we will se after 
that what can be done
