I found the problem in skin.php, the line that changes this is:
$FmtPV['$FarmPubDirUrl'] = "'$FarmPubDirUrl'";

If I delete this line a p tag shows up. I also checked on a fresh
installation, the same.

any idea what to do? I need a page var to reference to a grafic in
skin/img dir
