You're asking for something different than what I'm proposing.

The virtual page designation simply tells PmWiki to act as though
the page exists even if it doesn't.  It doesn't magically place
contents into the page.

If you want a page to default to a certain set of contents,
that's done through the $DefaultPageTextFmt variable.
And since it's a configuration variable, it can easily be set
on a per-group basis.
