If it helps at all... the intent of the pub/ directory is to
be *the* place to put things that a browser will need to
access directly via the webserver -- that is, JavaScript,
gif/jpeg/png images, .css files, etc.  

So, if a skin or recipe needs the browser to load a graphic, 
JavaScript, or CSS file, then pub/ is place to put it.
