I've thought some about this sort of approach (and started something), 
but I'm a little worried about complexity, or that it'll be too 
focused on one particular application.  At any rate, it's a good
idea but I have a funny feeling about it.

For a variety of reasons, I'm planning to use anchors to delimit
section blocks, including for inserted comment.
