you can define bullets with css in pub/css/local.css
for instance like this:

   ul { list-style-image: url(bullet.gif); }

place bullet.gif in same directory, or change to a different one and
change the relative path.

I have not tried lists with custom bullets as described on the web page
you list. Looks interesting though.
