This is what the DocumentationIndex is supposed to do.  The
basic topics appear first, followed by the intermediate ones,
and then the advanced ones:

    * Beginner Topics for Creating/Editing Pages
    * Intermediate Editing Topics
    * Wiki Structures: Organizing and Protecting Pagesi
    * PmWiki Site Administration
    * About PmWiki 

The problem with using Categories in the distribution is that
we don't want to take category names away from sites that might
want to use them for something besides PmWiki documentation.
A similar argument exists for menus -- until they're integrated
as part of the core, menus don't work on many sites.

There is no problem with using backlinks and search for this,
however.  For example, to get a list of all of the "basic"
pages one could do:

    (:pagelist group=PmWiki "(basic)" :)
