No, authorization groups don't understand nesting such as this yet.

You can do either

   @managers: Dan, Tom
   @bookkeepers: Adam, Eve
   @office: Dan, Tom, Adam, Eve

or

   Dan: @managers, @office
   Tom: @managers, @office
   Adam: @bookkeepers, @office
   Eve: @bookkeepers, @office
