I'd suggest wikifarming for language and for the years as well.
/2005/language1/<field>
/2006/language1/<field>
/2006/lanugage2/<field>
That's how I did it for a multilingual site with a little index.php in /
that redirects to the relevant default page /thisyear/browserlanguage
for example.
