Tegan already answered this correctly, but just to confirm: deleting
a page simply renames the file on disk, and preserves the history.
Although an author (via a browser) cannot recover a deleted page,
the wiki administrator can restore the page and its history by simply
renaming or copying the file back to its original name.

This is controlled by $DeleteKeyPattern. Just do something like:
$DeleteKeyPattern = "^\\s*custom_delete_phrase\\s*$";
