Something that would be useful to me is a function that allows you to 
"check out" a PmWiki page into a file to be edited outside the wiki. 
Then be able to check it back in, with the relevant diffs being updated.

Dokuwiki has a script that allows you to do this. However, an 
alternative for offline editing is simply to cut and paster the source 
of the wiki page into your favourite editor, which is what I do at the 
moment.
