I think it's trying to run the file because it's a php file, rather than 
downloading it to your computer.

Try right-clicking (Firefox) and selecting Download File, then open the 
resulting file in a text editor.

Also try putting up a file with a .txt extension that contains text 
unlikely to be interpreted as a program. It should open in the browser 
showing the text.
