That's correct, the page doesn't have to exist.

And, thanks to the new "Groupname." syntax (>=2.1.7), one can refer 
to another group without having to supply a pagename.  Thus, if 
uploads are organized per-group, then either of the following will
work:

    Attach:Groupname/Pagename/file.ext
    Attach:Groupname./file.ext
