Technically speaking, on stricter side section "Core.Cookbook" should be 
reserved for pm exclusively. For his own introduced cookbook or, 
after receips have trickled down the tests in sections

"Core-Essenssial.Cookbook", It can then be included in "Core.Cookbook" till 
pm sees its use and prospects of including in core code.

Yes true, mainteinace of meals would be the responsiblity of meal packagers(if 
released in on aggregate bundle).

Yup I agree, but only the sections "Core.Cookbook" and  
"Core-Essential.Cookbook" could(must) be released in parellel with every 
release of pmwiki.
