Personally, I find that separating the rules according to function
makes the skin a lot easier to change and maintain.  For layout
options, well, I found out that the core layout, whitespace, and
borders interlock more than I'd bargained for.  In fact, if the
float-based skin I've finished isn't tough enough to be the default, I
shall give up on the pure CSS layout for default skin quest.  There's
just too many things to go wrong.

Personally, I'd be willing to compromise by feeding IE its own
variation of the layout, using CSS filters and hack management.  Here
