IMO - I agree with this concept...  I think that
many people don't want a new page created to
replace an old one that has been either renamed or
deleted.  I guess there could be some cases where
the maintainer of a site intends to have the moved
/ renamed pages replaced with new ones, but I
should think that an option to turn off this
handling would be a good idea.
