I agree with this.  If I can detect

> * if there's a (:notitle:) in the page
> * if there's a H1 in the page

in skin.php, I think my skins can automatically enhance SEO
transparently, as in permitting

without affecting the appearance.  This should at least be available
in a skin, if not the core.
