I think it's ok idea.  Security shouldn't be a problem, just use page
attributes to password protect that page.  Only problem I see is Patrick
doesn't like Apache having access to directories that it doesn't need.
Another problem is, now you will have two locations for .css files, one in
/pub/css, and one in the wiki.d database.  Then again, PmWiki could use the
same logic it's fond of using for other things, if this exists use it,
otherwise if that exists use it instead, otherwise just use the default.

Uhm, that would be a very very bad idea.  Somebody could delete your entire
wiki with one line of code that way.  config.php is for administrative
configuration, not user configuration.
