There is no obligation, but you can use some existing skin recipe as a
template, or possibly Cookbook/SkinTest-Compact.

The page http://www.pmwiki.org/wiki/Cookbook/SkinsGallery is updated by
the skin authors - just attach a screenshot and add a line to that page,
look how other people have done.

Optional: if you want me to enable the skin at the skin pages (recipe,
-talk, -users), add in your recipe page the category [[!UpdateMe]]. The
installation will be easier for me if you have uploaded the skin in a
zip archive, with lowercase directory yourskinname and lowercase
yourskinname.tmpl template. The recipe pagename can be CamelCase if you
want. For example:
- recipe: CoolNameSkin (or just CoolName)
- attachment: coolname.zip
  - directory coolname
    - template coolname.tmpl, optional coolname.php
    - other files (css, pictures) can have any names
