It looks like you have edit protected some of your groups, but not your PmWiki group. (I didn't try them all.) 

Since you are using clean URLs, the URL to the PmWiki group's Recent Changes page would be:
PmWiki/RecentChanges?action=edit

There is a link in every page footer for the current group's Recent Changes page:
Edit - History - Print - Recent Changes - Search

The Site group has both a RecentChanges page and an AllRecentChanges page.
