Exactly.

An "I forgot my password, please send by mail" would also be very
useful.

And a "last logged in" field to detect zombie records.

HtpasswdForm allows form based administration, but lacks the email
confirmation and the mandatory connection of an account to an email
address.

The mail address is also useful to contact people if needed.

http://www.pmwiki.org/wiki/Cookbook/AuthUserSignup but this is IMO way
too complicated. I would prefer a lightweight solution.
