A slight modification was needed to make sure $:status was set to
"recurring" and $tags included BOTH "acme" and "yearly".

(:pagelist (($:tags=*acme*) ($:tags=*yearly*) ($:status=recurring))
fmt=#MTDSchedule order=$:duedate,$:duetime if="date ..{(ftime "%Y%m%d"
"+7 days")} '{=$:duedate}'" $:duedate=- header="%red%'''Yearly
Recurring Items (Due Within 7 Days) - New System'''":)
