This error almost certainly indicates a network problem of some sort --
i.e., domain name resolution isn't working properly for whatever
url you're attempting to download.

That would seem to indicate that there's a problem with domain name
resolution on whatever machine is hosting PmWiki -- for some reason
it's unable to contact the zone authority for whatever domain you're
attempting to include the page from.
