I see your point, but I'm not sure that I agree. My intention was that
most users should be able to discover documentation about what
capabilities an optionally-installed recipe offers and how to use them.
For example, an additional markup rule. At the moment, casual users
can discover core features through the DocumentationIndex but there
is no standardised way for them learn about additional capabilities.

With a [[!PmWiki recipe]] category on each recipe's documentation
page (if such a page is included), it is easy to provide a RecipeIndex.
There may be another way to do this that is as simple, but I am
unable to think of one.

I hope my response has clarified that I am proposing helpful
information for authors will be made more accessible by using
categories. I agree that we should be cautious about using
categories to describe information of interest only to a narrow
subset of users, such as site administrators.
