Note that the '#' character has to be encoded as %23 in the
url in order for it to be considered part of the filename.  Otherwise
it's treated as a fragment identifier.

Thus, the following url works:

http://ttc.org.nz/pmwiki/pmwiki.php/TararuaTramper/Archive?action=download&upname=tramper%20v76%2306%202004-07.pdf
