[pmwiki-users] SectionEdit (:include:) bug

I forgot another important change I needed to make to sectionedit.php:

In function SectionEditMarkup I added single quote marks ' ' around the
second argument, so an empty argument can be passed on:

/*add temporary link before text, for included files*/
$out .= "<:block>(:sectionedit $pagename '".substr($p[$i],0,1)."' $SectionEditActualPage:)\n";
