sure, but why?

# setting PV {$Test} to PTV 'Test'
$FmtPV['$Test'] = PageTextVar($pagename, 'Test');

why would you prefer use of {$Test} over {$:Test} ?

There is also one limitation I believe:
you can use multi-line PTVs, but only single-line PVs
