[pmwiki-users] LinkCSSToolTip recipe

I made a further update and packed the markup and function into a php
recipe script. I also added the possibility that styles and markup for
the link text can get used (as is possible with normal link markup,
like using [[Target | '''label''']]

Note that styles and inline markup applied before or surrounding the
tooltip link will be applied both to the link text and the tooltip
text, so being able to separately style both is important.
