I didn't speak up before, but this decision is the one I would have supported
anyway.

This is just off the top of my head, but it seems there should be some way to
get this to work using a Site-Admin.Migration page. By default PmWiki would
not ship with such a page. The idea is that PmWiki could check for any of the
six migrating pages still existing in the Site group. If it finds them it
consults Site-Admin.Migration to find out what the current migration policy is.

If there's no policy, it prompts the adminstrator for what he wants to do,
which could be any of (a) don't migrate, (b) move existing pages, (c) ask me
later, (d) something I haven't thought of. The PmWiki could then do whatever
was asked and, if necessary, create a Site-Admin.Migration page to record the
decision so as not to keep asking the same dumb questions.
