The two first things that I talked about, Per-Group sub-directories or other 
PageStore, and UTF-8, are not settings that can be switched on-off on an 
existing, running website. They must be set once and for all, or else, all 
existing pages will either dissapear, or become unreadable (especially on 
alphabets other than Latin). That's why, they are not in config.php. This is 
not $EnableGUIButtons, or $WikiTitle that will not affect the wiki to work if 
changed. This is for more advanced administrators, who will read through the 
documentation and the mailing list, and will knowingly decide to include it 
or not.
