Yes, this is possible. In your skin's .tmpl file, look near the bottom and 
you'll find a section such as this:

<!--PageFooterFmt-->
  <div id='footer'>
    <!--function:RenderPart footer-->
  </div>
<!--/PageFooterFmt-->

Simply move that block of code to another location in the .tmpl file and 
you'll move the footer in the rendered pages.
