Could Blocklist2 be modified so it periodically 
automatically downloads newer versions?

It could probably get them directly from 

  http://www.pmwiki.org/wiki/Site.Blocklist

The mt-blacklist.php code shows a way to do it and 
it does not look like it would be too difficult for 
someone to do.

Also, if no one objects, should 

  http://www.pmwiki.org/wiki/Cookbook/Blocklist

just redirect to 

  http://www.pmwiki.org/wiki/Cookbook/Blocklist2
