[pmwiki-users] css altered by version upgrade

After upgrading to 2.1.22 it altered my CSS, but I did not change the 
css, honestly.

Normally, the links (grey on white background) "Privacy Policy" and 
"Terms of use" are aligned to the left border of the screen.
