Not true.

This is actually trivial to do -- give me an example of
something that MoinMaster blocks and I'll illustrate how
to unblock it and then reblock it.

I don't want to have to worry about sequencing of
blocklists -- it's far far easier to say that 
"all blocks apply unless unblocked".
