If I guess right, the basic pmwiki skin would be a good choice.
With little work you can have the SideBar (menu) run horizontal.

Suppressing the sidebar is easy: could be done on a per-page basis
with (:noleft:) or directly on the page template.
Duplicating it should also be easy.

Centering things should not be hard.

I would go that way.
