There are many parameters that can be defined for folder and files.

Select a file(folder)
Right-Click -> Contextual menu -> Properties
Click on the Security tag -> Advanced parameters

You have to verify that the guest user (the default user of the web 
access) has rights on the folders(files) which have to be written by 
PmWiki scripts.

If you are using IIS or Apache with Windows the typical installation has 
put the correcct rights on the root of the web hierarchy.

A dirty but radical (and temporary) solution is to define the wiki.d 
folder as shared.
