[pmwiki-users] Notify grabs French version

It's because of the multilingual nature of pmwiki.org; the request
that triggered the email send just happened to occur within the 
PmWikiFr group (which displays its contents in French).  So,
when notify.php generated the email, it used the French translation
of "Site.AllRecentChanges".
