I think that given the complexity of your requirements, PmWiki probably 
isn't the best tool for managing your work flow.

I would suggest looking at something like Request Tracker from Best 
Practical http://bestpractical.com . It is a very flexible tool, written 
in OO Perl. Some caveats:

It's very flexible, so you do need to put in quite a bit of effort 
setting up to work the way you want. However, the out of the box install 
should get you going.

It has multiple library requirements. If you are on a Debian based 
system, setting up is reasonably straightforward. There is a script that 
tries to install all the required libs for other Linuxes. However, it 
can still be hard to install.
