[pmwiki-users] Updates to NewGroupBox and NewPageBoxPlus

NewGroupBox and NewPageBoxPlus are both updated to include a new
variable $EnablAutoSave = false; as default.
All options to automatically save new pages are disabled by default,
unless the user has 'edit' level authorisation, or one sets in a local
customisation file:
   $EnableAutoSave = true;

These measures should add security against page creation spamming.
