For randomly rotating images, you might try the
http://www.pmwiki.org/wiki/Cookbook/RandomQuote recipe.
(It can be used to rotate among any sort of markup,
not just quotes.)

If you always want to have the latest uploaded picture
on the front page, we probably want some sort of custom 
code associated with ?action=upload.

Or, perhaps we can come up with a special pagevariable
that returns the {$LatestGif}.
