Oh. Oh dear. That's a tricky minefield. I'd suggest looking into the MS 
variant of MPEG4. It's not as good as regular MPEG4, but plays on windows 
machines without hunting down extra codecs. Or consider a flash player 
perhaps.

No matter what format you use, you'd probably be able to create a custom bit 
of markup that does the object/embed dance for files without much trouble.
